Munify Launches India's First Municipal Infrastructure Financing Platform to Accelerate Urban Infrastructure Investment

Mumbai / Bengaluru, Aug 18:  Munify, India's first national municipal finance data and analytics platform, today announced the launch of its Municipal Infrastructure Financing Platform, a digital marketplace designed to connect Urban Local Bodies  with banks, financial institutions, development finance institutions, investors and grant providers.

Developed with Dvara Solutions as its technology partner, the platform brings Munify's municipal finance expertise, data, analytics and proprietary credit intelligence together within a structured digital environment that enables municipalities and financing institutions to discover, evaluate and engage around urban infrastructure projects.

India's rapid urbanisation is driving unprecedented demand for infrastructure investment. The country will require an estimated US$840 billion in urban infrastructure investment by 2036, rising to nearly US$2.4 trillion by 2050. Yet, total expenditure of ULBs in India remains below 1% of GDP, compared with 8–14% in many developed economies, underscoring the limited fiscal capacity of Indian cities and the need to mobilise substantially greater institutional and private capital.

This need has gained further urgency with the Government of India's Urban Challenge Fund. Nearly ₹1 lakh crore of central assistance is expected to catalyse close to ₹4 lakh crore of urban infrastructure investment, with cities expected to mobilise nearly 50% of project financing from market sources. This represents a significant shift in India's urban financing architecture, from dependence on grants towards greater market-linked financing.

Despite the availability of institutional capital, many ULBs face challenges in preparing bankable projects, reaching multiple financiers and managing the financing process in a structured and transparent manner. Lenders and investors, in turn, often find it difficult to identify credible municipal projects and access standardised financial and project information.

Munify's Municipal Infrastructure Financing Platform has been developed to bridge this gap. Built on Munify's database covering more than 250 municipal corporations, the platform brings together municipal financial analytics, proprietary credit scores and grades, project information, documentation, lender engagement and financing workflows within a single digital ecosystem.

As technology partner, Dvara Solutions has enabled the digital architecture and workflows that power these interactions across the platform. The technology supports municipalities, lenders and platform administrators across project listing and discovery, information exchange, lender engagement, funding commitments and subsequent project updates.

Designed as a neutral marketplace, the platform enables municipalities to showcase projects, share financial and project information, respond to queries and provide updates, while giving banks, DFIs, NBFCs, impact investors, municipal bond investors and grant providers access to a pipeline of municipal infrastructure opportunities across geographies and sectors. Lenders can review standardised project and municipal information, access Munify's financial analytics and credit insights, request documentation and engage directly with municipalities.

The platform has also been selected under the AMRUT India Pitch Pilot Challenge, an initiative of the Ministry of Housing and Urban Affairs, for pilot implementation with ULBs to demonstrate its potential in strengthening urban infrastructure financing.

Munify aims to facilitate financing for urban infrastructure projects worth over ₹20,000 crore over the next two years by improving project visibility and transparency, widening access to financing institutions and reducing information gaps and transaction costs.
